When will the new OFCOM-regulated rates be in place?

The ofcom guidlines called for rates to be in place by 2011. Most telecommunications companies tend to send their traffic via BT wholesale, who will not necessarily pass this new lower interconnect pricing along the chain.

aql do have plans for a traffic targeted interconnect with some of the mobile carriers, which will bring us in at a rate which will allow us to exploit any price changes. However, this will be available at some point in the future. aql will release more details nearer the time.
